Goa's reputation sometimes leads visitors to assume the rules are different here. They are not. Recreational cannabis is illegal in Goa, exactly as it is across India, under the NDPS Act, 1985, and the law applies to residents and tourists alike.
What is legal is an AYUSH-licensed Vijaya medicine, made from cannabis leaf and regulated under the Drugs and Cosmetics Act, 1940, used with a valid prescription from a registered medical practitioner.
